Resolution on the human rights situation in China
The European Parliament,
A.gravely disturbed by the reports of new trials of dissidents in China, and believing that some of those now facing trial were secretly arrested in May 1992 for planning to circulate leaflets to commemorate the third anniversary of the Tiananmen Square massacre,
B.recalling its insistence on the need to insert a clause on respect for human rights in commercial agreements with third countries,
C.recalling the list of 25 political prisoners, of whom only Mr Wei Jingsheng has been released, that the European Parliament delegation handed to the Chinese Government two years ago at its meeting with the Chinese Parliament, and particularly worried by reports on the state of health of Mr Wang Jungtao and Mr Chen Ziming,
D.whereas the Community has restored some of its relations with China, but whereas the suspension of visits by Heads of State or of Government and the ban on trade in military equipment are still in force,
E.recalling its previous resolutions condemning the death penalty in the world,
F.recalling its numerous resolutions about the violation of human rights in China, and believing it to be imperative that the Chinese authorities should be in no doubt as to the attitude of the European Parliament on this matter,
1.Regrets deeply the recent executions of common criminals in China;
2.Renews its protest against the persecution of the Chinese dissidents, who seek to establish by peaceful means respect for human rights and the development of democracy, and calls for the release of all political prisoners;
3.Calls on the Chinese authorities to ensure that the trials of people accused of taking part in 'counter-revolutionary groups' and 'carrying out counter-revolutionary propaganda' are open to independent observers;
4.Warns that the continuation of the persecution of dissidents can only have adverse effects on relations between China and the Community;
5.Instructs its parliamentary delegation to obtain specific information on the fate of the 24 political prisoners whose cases were a matter for concern at the last visit and invites its parliamentary delegation to notify the Chinese authorities of its concern about respect for human rights and the implications thereof for its relations with China;
6.Will determine its future relations with China in the light of the results obtained by its delegation in this field;
7.Instructs its President to forward this resolution to the Commission, the Council and Chinese Government.
The European Parliament delegation which is on an official visit to the People's Republic of China hereby expresses its deep concern to the Chinese authorities about the plight of the persons listed below and, in accordance with its resolutions, calls for them to be tried in a just and equitable manner and for their conditions of imprisonment to be in accordance with the United Nations rules regarding the treatment of prisoners.
