Resolution on postal services
The European Parliament,
-having regard to Rule 41(4) of its Rules of Procedure,
-having regard to the Commission Green Paper on the Development of the Single Market for Postal Services (COM(91)0476),
-having regard to its resolution thereon of 22 January 1993,
-having regard to the Communication from the Commission 'Guidelines for the Development of Community Postal Services' (COM(93)0247),
-having regard to its resolution of 25 June 1993 on the single market for postal services,
A.whereas postal services are of vital importance to every member of the Community, account for 1.3% of GNP and employ some 1.7 million people,
1.Calls on the Commission to take into account the opinion of Parliament in its above-mentioned resolution of 22 January 1993;
2.Stresses in particular the need to take Article 100a as the legal base in this matter;
3.Underlines the necessity of pursuing consultation with postal administrations, consumers and workers in the sector;
4.Calls for the respect of compulsory consultation, as the Single Act indicated for matters concerning the Single Market;
5.Stresses its right to call for the opening of the conciliation procedure with the Council if, at the moment of its decision, it does not intend to comply with the opinion of the European Parliament on the Commission proposal;
6.Instructs its President to forward this resolution to the Council, the Commission, the Economic and Social Committee, the governments and parliaments of the Member States and the relevant trade unions.
