Resolution on plant protection products
The European Parliament,
-having regard to its opinion of 19 February 1991 on the Commission's amended proposal for a Council Directive concerning the placing of EEC-accepted plant protection products on the market,
-having regard to the Commission's modified proposal incorporating the compromise amendments contained in the above-mentioned opinion,
-having regard to the Commission's most recent proposal (COM(93)0117),
-having regard to the compromise text of the Council presidency,
-having regard to the Agriculture Council of 13-14 December at which Annex VI of the Council Directive on placing of plant protection products on the market will be discussed,
-having regard to Rule 61 of its Rules of Procedure,
A.whereas the compromise amendments adopted on 19 February 1991 clearly express Parliament's conviction that Directive 90/220/EEC contains the appropriate guidelines for the authorization of plant protection products,
B.whereas Parliament finds it unacceptable that the Council, acting by a qualified majority on a proposal from the Commission, can adopt the 'uniform principles' referred to in Annex VI of the Directive without consulting Parliament,
C.whereas any lowering of the standards for the quality of drinking water in the European Union is clearly unacceptable,
1.Calls on the Commission and Council to uphold the current standards for the quality of drinking water;
2.Calls on the Agriculture Council to respect the current evaluation of the drinking water directive being conducted by Directorate-General XI at the Commission;
3.Calls on the Commission to withdraw its most recent proposal (COM(93)0117);
4.Instructs its President to forward this resolution to the Council and Commission.
