The European Parliament,

-having regard to the Commission recommendation to the Council (COM(91)0203),

-having considered the protocol submitted by the Council pursuant to Article 228 of the EC Treaty (C3-0336/91),

-having regard to the report of the Committee on Development and Cooperation and the opinions of the Committee on Foreign Affairs and Security and the Committee on External Economic Relations (A3-0381/93),

Gives its assent to the conclusion of the protocol.
