I.Resolution postponing the decision of the European Parliament on the opinion to be delivered on the appointment of a Member of the Court of Auditors
The European Parliament,
-having regard to Article 160b(3) of the Treaty establishing the European Coal and Steel Community,
-having regard to Article 188b(3) of the Treaty establishing the European Community,
-having regard to Article 160b(3) of the Treaty establishing the European Atomic Energy Community,
-having regard to Rule 35 of its Rules of Procedure,
-having regard to its resolution of 17 November 1992 on the procedure for consulting the European Parliament on the appointment of Members of the Court of Auditors,
-having regard to the recommendation of the Committee on Budgetary Control (A3-0425/93),
A.whereas the Council submitted the six candidatures in a disjointed fashion,
B.whereas the last candidature was submitted to Parliament on 6 October 1993, whereas the term of office of the six Members of the Court of Auditors expired on 17 October 1993,
C.whereas, particularly on account of the Portuguese authorities, which have not so far supplied Parliament with the necessary information, it does not yet have sufficient data to make a fair, informed assessment of Mr Armindo de Jesus de Sousa Ribeiro's candidature in accordance with the criteria laid down in the Treaty,
1.Stresses its intention to do all it can not to compromise the smooth running of the Court of Auditors and not to aggravate the difficulties caused by the delay in the Council's consultation of Parliament;
2.Deplores the fact that the lack of collegiality in the procedure for the nomination of candidates by the Council has resulted in the submission of six male candidates for an institution which has never yet had a female Member;
3.Decides, with a view to obtaining the additional information which it considers to be necessary, to postpone its decision on the opinion to be delivered, pursuant to Article 188b of the Treaty establishing the European Community, in respect of Mr Armindo de Jesus de Sousa Ribeiro's candidature;
4.Instructs its President to forward this resolution to the Council, the Court of Auditors and, for information, the other institutions.
II.Resolution embodying the opinion of the European Parliament on the appointment of a Member of the Court of Auditors
The European Parliament,
-having regard to Article 160b(3) of the Treaty establishing the European Coal and Steel Community,
-having regard to Article 188b(3) of the Treaty establishing the European Community,
-having regard to Article 160b(3) of the Treaty establishing the European Atomic Energy Community,
-having regard to Rule 35 of its Rules of Procedure,
-having regard to its resolution of 17 November 1992 on the procedure for consulting the European Parliament on the appointment of Members of the Court of Auditors,
-having regard to the recommendation of the Committee on Budgetary Control (A3-0425/93),
A.whereas the Council, by letter of 6 October 1993 (C3-0310/93), consulted Parliament regarding the appointment of Mr Antoni Castells Oliveres as a Member of the Court of Auditors,
B.whereas the Committee on Budgetary Control heard the candidate at its meeting of 14 October 1993 then, at its meeting of 8 December 1993, considered the candidate's qualifications in the light of the criteria laid down in Article 188b of the Treaty,
1.Approves the appointment of Mr Antoni Castells Oliveres as a Member of the Court of Auditors;
2.Instructs its President to forward this opinion to the Council and, for information, to the Court of Auditors and the other institutions.
III.Resolution embodying the opinion of the European Parliament on the appointment of a Member of the Court of Auditors

A.whereas the Council, by letter of 6 October 1993 (C3-0310/93), consulted Parliament on the appointment of Mr Giorgio Clemente as a Member of the Court of Auditors,
B.whereas the Committee on Budgetary Control heard the candidate at its meeting of 14 October 1993 then, at its meeting of 8 December 1993, considered the candidate's qualifications in the light of the criteria laid down in Article 188b of the Treaty,
C.whereas the Committee on Budgetary Control was divided equally on the nature of the opinion which it wished to recommend,
1.Does not approve the appointment of Mr Giorgio Clemente as a Member of the Court of Auditors;
2.Instructs its President to forward this opinion to the Council and, for information, to the Court of Auditors and the other institutions.

B.whereas the Committee on Budgetary Control heard the candidate at its meeting of 14 October 1993 then, at its meeting of 8 December 1993, considered the candidate's qualifications in the light of the criteria laid down in Article 188b of the Treaty,
1.Approves the appointment of Mr Barry Desmond as a Member of the Court of Auditors;
2.Instructs its President to forward this opinion to the Council and, for information, to the Court of Auditors and the other institutions.

1.Approves the appointment of Mr Ole Warberg as a Member of the Court of Auditors;
