Resolution on the European Council and questions relating to the CFSP
The European Parliament,
With regard to the former Yugoslavia
1.Notes the Declaration on the former Yugoslavia, whilst observing that the Council's policy towards the former Yugoslavia has not so far brought the war against Bosnia-Herzegovina to a close nor solved the problems between Serbia and Croatia;
2.Draws attention to the resulting human disaster for Bosnia-Herzegovina and urges the Council to take all possible action to protect the people of that country and to re-establish the authority of its public authorities;
3.Deplores the fact that the Council did not address the problem of the funding of the ad hoc tribunal to try crimes committed in the former Yugoslavia; calls on the Member States of the Union to undertake to provide the necessary funding and to take steps within the appropriate bodies to resolve the problem immediately;
4.Demands that the Council and Member States fulfil their promise to guarantee the distribution of humanitarian supplies to the stricken population and to protect 'the safe areas' (by sending an additional 4000 troops);
With regard to the 'stability plan'
5.Welcomes the decision to launch the diplomatic process and to convene an inaugural conference leading to the conclusion of a Stability Pact in Europe;
6.Invites the Council to take note of the fact that this plan has so far revealed many limitations (excluding among others the parties most directly involved at present or likely to be so in future);
7.Notes that the Council of Foreign Affairs Ministers is called upon to undertake joint action in accordance with the Treaty on European Union and insists on being consulted appropriately before the Council takes its decision;
With regard to the Middle-East peace process
8.Calls on the European Union to increase and further refine its contribution to the peace process, in particular through economic and political support to overcome obstacles and to establish the institutions for Palestinian self-government;
9.Considers that the European Union must encourage and support those forces in Israeli and Palestinian civil society which have shown themselves capable of dialogue and cooperation, by laying the foundations for a lasting peace process;
10.Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States, Bosnia-Herzegovina and Israel, the PLO and the Secretary-General of the United Nations.
