NATO Summit

Resolution on the NATO summit on 10 and 11 January 1994

The European Parliament,

-having regard to the Treaty on European Union, and in particular its provisions on the common foreign and security policy,

A.having regard to the new geopolitical situation in Europe following the ending of the Cold War and the fall of the Berlin Wall,

B.having particular regard to the economic and political instability affecting the countries of Central and Eastern Europe and the concomitant threats to security,

C.stressing the need (especially in the light of developments in the former Yugoslavia) for the Member States of the European Union who are also members of the Atlantic Alliance to speak with one voice at the forthcoming NATO Summit on 10 and 11 January 1994,

1.Reaffirms the role of the CSCE for the maintenance of peace and the peaceful settlement of crises;

2.Is convinced that NATO can contribute, within the framework of the CSCE, in the geopolitical theatre for which it is responsible, to the goals of maintaining and safeguarding peace for which it was set up;

3.Calls for a free and frank discussion of any new objectives for and possible action by the Atlantic Alliance with a view to the ratification of new tasks for NATO deemed necessary and desirable;

4.Shares the worries of the countries of Central Europe at the dangers confronting them and therefore believes that membership of NATO for those countries is not only desirable for them but also constitutes an element of security for Europe as a whole;

5.Stresses in this connection that, with President Yeltsin having bowed to pressure from the Russian military and declared that he is against NATO membership, Russia should not have the right of veto on this subject;

6.Points out that the Twelve must adopt a common position on foreign and security policy if they are to act effectively at international level;

7.Instructs its President to forward this resolution to the Council, Commission and the governments of the Member States.
