Transition to non-racial democracy in South Africa
(Rule 92)

A3-0414/93

Recommendation on joint action with regard to support for the transition to non-racial democracy in South Africa

The European Parliament,

-having regard to Rule 92 of its Rules of Procedure,

-having regard to Article J.7, second paragraph, of the Treaty on European Union,

-having regard to its recommendation of 2 December 1993 on joint action concerning the dispatch of a team of observers for the parliamentary elections to be held in the Russian Federation,

-having regard to the recommendation of the Committee on Foreign Affairs and Security (A3-0414/93),

A.whereas the Council intends to adopt joint action with regard to support for the transition to non-racial democracy in South Africa, action which will include monitoring the elections to be held in April 1994,

B.reaffirming that, of all the institutions of the Union, it is first and foremost for Parliament to monitor the conduct of elections in third countries and to deliver an opinion as to their democratic legitimacy,

1.Recommends to the Council of the European Union that, when adopting the joint action concerned, it involve Parliament fully in the European electoral unit and in the liaison unit;

2.Instructs its President to forward this recommendation to the Council of the European Union and, for information, to the Commission.
