Resolution on the exposure of the massacre in East Timor
The European Parliament,
A.recalling its resolutions on East Timor since the internationally condemned illegal invasion by the Indonesian forces in 1975 calling on Indonesia to respect international law, the right of the Timorese people to self-determination and human rights,
B.shocked at the reports of new cold-blooded executions of survivors in Dili, East Timor, following the tragedy of 12 November 1991,
C.having regard to the TV documentary 'Death of a Nation' produced by the British private channel, ITV, which condemned the executions by the Indonesian army of survivors of the massacre of Santa Cruz in the military hospital of Dili in which 271 persons died and 250 persons went missing,
D.noting that the UN Commission on Human Rights has decided to examine the evidence presented by Mr John Pilger in his programme,
E.having regard to the information provided by Timorese citizens which bears out reports that the invasion of East Timor is continuing amid complete disregard for human rights and that the local population is being deprived of humanitarian aid through NGOs and prevented from contacting the media,
F.having regard to the recent public admission by the Australian Foreign Minister, Gareth Evans, accepting that a second massacre was 'possible' and refusing to deny reports of ill-treatment of Timorese citizens taken to the local military hospital,
1.Reaffirms its earlier resolutions on the situation in East Timor;
2.Instructs its Conference of Presidents forthwith to make the necessary arrangements for a European Parliament delegation to be sent to East Timor, in accordance with the provisions of its resolution of 21 November 1991 on the massacre in East Timor, and submit its conclusions in plenary sitting;
3.Appeals to the Secretary-General of the United Nations to publish the report of his special representative who was sent to East Timor to investigate the Dili massacre and its aftermath;
4.Calls on the Presidency to take the necessary steps, in the framework of the meeting of the UN Commission on Human Rights in Geneva, to ensure that a special UN mission is sent to Timor;
5.Urges the Council and the Commission to restrict official contacts between the Union and Indonesia to an absolute minimum as long as the results of a full investigation by this mission are pending;
6.Requests the Council, however, in view of the efforts made by the UN Secretary-General, to cooperate with him with the aim of reaching an agreement which will end the atrocities and provide the basis of a just and fair settlement of the problem;
7.Instructs its President to forward this resolution to the Commission, the Council, the governments of the Member States, the Secretary-General of the United Nations, the members of the UN Commission on Human Rights and the Government of Indonesia.
