The situation in Rwanda

Resolution on the situation in Rwanda

The European Parliament,

A.outraged at the murder of Mr Gatabazi, leader of the Opposition, and Mr Bucyana of the presidential entourage, and the new outburst of violence which has caused at least 37 deaths in the last few weeks in Rwanda,

B.concerned at the resurgence of ethnic tension between the Tutsis and the Hutus and the acts of violence against the civil population perpetrated by the various warring parties, including the regular army and the FPR (Rwandan Patriotic Front),

C.whereas this violence stems from the delay in establishing the government and transitional assembly provided for in the peace agreements signed on 4 August 1993 in Arusha (Tanzania) between the Government of Rwanda and the FPR,

D.whereas these agreements provide a solid basis for the establishment of lasting peace, the effects of which would benefit Rwanda in particular and all its neighbours in general,

1.Condemns vigorously the murder of Mr Gatabazi and Mr Bucyana and all acts of violence;

2.Regrets that the setting up of the transitional institutions has been postponed indefinitely;

3.Calls on all parties to the conflict to put an immediate end to hostilities and to refrain from acts of violence leading to human rights violations;

4.Calls on all the signatories of the Arusha peace agreement to respect the terms of that agreement; considers that only the establishment of the transitional institutions provided for in that agreement can guarantee lasting peace and national reconciliation;

5.Calls on the international community, in particular the UN, the EU and the OAU, to do their utmost to stop the massacres in Rwanda and establish the minimal conditions of dialogue with a view to implementing the Arusha agreements;

6.Welcomes, in the meantime, the Commission's decision to release a total of ECU 8 million in humanitarian aid for the benefit of Rwandan displaced persons and refugees;

7.Instructs its President to forward this resolution to the Commission, the governments of the Member States, the Secretariat of the United Nations, the Secretariat of the OAU, the Rwandan Government and the Rwandan Patriotic Front.
