Resolution on Togo
The European Parliament,
A.having regard to the election on 6 and 20 February 1994 of 81 members of Parliament as set out in the constitution of Togo,
B.having regard to the positions adopted by the President of the Republic and the leaders of the various parties before the election,
C.having regard to the conduct of the elections as described in the report in the form of a communiqué of 22 February 1994 by all the international observers,
D.having regard to the position adopted by the Twelve on that occasion in the form of their communiqué of 28 February 1994,
E.having regard to the observers' mission headed by two of the vice-presidents of the ACP/EEC Joint Assembly,
1.Notes that, in the opinion of all the observers and despite the serious incidents which occurred on a number of occasions, the election was conducted in a satisfactory way, thanks to the expertise and commitment of the staff of the polling stations and the determination of the electorate of Togo;
2.Is surprised that the results for all the polling stations have still not been published pursuant to the agreements entered into with all the parties by the electoral commission and the supreme court, and calls for the results to be published as soon as possible;
3.Calls, in accordance with past agreements, for the results of the election to be respected by all the authorities of the country;
4.Calls on the President of the Republic, in accordance with the public commitments which he made on a number of occasions, in particular at a meeting with the ACP/EEC representatives, to undertake to respect the result of this election;
5.Condemns all the acts of violence which occurred throughout the electoral process and the human rights violations;
6.Calls on all the parties in Togo to respect the verdict of the polls and to work together for peace, stability and progress in Togo;
7.Instructs its President to forward this resolution to the Commission, the Council and the Co-Presidents of the ACP/EEC Joint Assembly.
