Community transport policy

A3-0075/94

Resolution on the effectiveness of the financial instruments of Community transport policy

The European Parliament,

-having regard to Special Report No. 1/93 of the Court of Auditors on the financing of transport infrastructure accompanied by the replies of the Commission,

-having regard to Rule 148 of its Rules of Procedure,

-having regard to the report of the Committee on Budgetary Control and the opinion of the Committee on Transport and Tourism (A3-0075/94),

1.Believes that Special Report No. 1/93 of the Court of Auditors provides very valuable lessons for laying down future policy on transport and on the management thereof;

2.Stresses that the decisions on the Community financing to date of transport infrastructure have been taken without a genuine policy in this area;

3.Takes the view that such an approach is warranted only if these financing operations are considered to be pilot projects as a preliminary to laying down such a policy;

4.Notes, however, that, regardless of the financial instrument used, much of the financing has related to projects already adopted at national level and hence could not act as an incentive in respect of possible Community requirements or criteria;

5.Stresses that the principle of subsidiarity must be applied in Community transport infrastructure policy; urges that within this principle of subsidiarity the programme must be proposed and implemented with a high level of cooperation;

6.Takes the view that Community financing cannot provide genuine additionality unless this policy's objectives are clearly defined, in particular with regard to trans-European networks;

7.Restates its support for these objectives to be achieved through multiannual planning based on increased monitoring, control and evaluation of projects;

8.Calls on the Commission to draw up clear rules concerning project eligibility;

9.Instructs its President to forward this resolution to the Council and Commission, the Court of Auditors, the Committee of the Regions and the Economic and Social Committee.
