Resolution on the need for further action by the Community in the field of ONP voice telephony
The European Parliament
-having regard to its decision of 19 July 1994 rejecting the text confirmed by the Council on the application of open network provision (ONP) to voice telephony,
A.whereas considerable progress was made in the course of the conciliation negotiations between Council and Parliament on the Commission's former proposals on ONP voice telephony,
B.having regard to the importance of establishing ONP principles in the key field of voice telephony,
1.Calls on the Commission to submit a new proposal for a directive on ONP voice telephony at the earliest possible date;
2.Calls for such a proposal to take full account of the progress made during the conciliation negotiations on the former proposal so that earlier work on this subject does not need to be repeated;
3.Reiterates its willingness to consider an ad hoc solution as regards the problem of commitology in the context of ONP voice telephony;
4.Undertakes, on the above basis, to provide an opinion rapidly on any new Commission proposal;
5.Instructs its President to forward this resolution to the Council, the Commission and the governments of the Member States.
