Resolution on Sudan
The European Parliament,
A.recalling its previous resolutions on human rights abuses and the war situation in Sudan,
B.whereas human rights violations by the Sudanese Government, such as arbitrary detention, torture, ill treatment, absence of rights for detainees, are still going on, despite the international community's repeated appeals that they should cease,
C.whereas in the war zones the abuse of human rights is also continuing as the government and SPLA soldiers deliberately massacre civilians,
1.Condemns the Government of Sudan and all factions of the SPLA for the continuing civil war in the south and for the killing, the massacres, the torture and other abuses of human rights that they inflict on the civilian population of southern Sudan and on displaced people throughout the country;
2.Calls upon the Sudanese Government to give access to human rights monitors in order to enable them to conduct investigations into allegations of torture, extrajudicial execution and deliberate and arbitrary killing; calls upon the Union to study the ways in which it can contribute to this initiative;
3.Urges the Sudanese Government and each faction of the SPLA to release unconditionally all political prisoners and to respect human rights;
4.Urges the Government of Sudan to abolish the legal and constitutional provisions allowing administrative detention without charge or trial as well as cruel, inhuman or degrading punishment;
5.Calls on the UN Commission on Human Rights, which opened its annual session on 31 January 1995, to give this matter top priority, and calls on the representatives of the Member States sitting on the UN Commission to take the necessary steps to ensure that the situation in Sudan is tackled with due urgency;
6.Calls on the international community to reinforce the sanctions against the Khartoum regime, to bring pressure to bear on the Sudanese Government to stop the masacre of its southern region population and respect human rights throughout the entire country;
7.Calls upon the OAU to deploy efforts to resolve the Sudanese civil war by peaceful means;
8.Instructs its President to forward this resolution to the Council, the Commission, the Government of Sudan, the OAU, the Secretary-General of the UN and the Co-Presidents of the ACP-EU Joint Assembly.
