I.Proposal for a Council of the European Union Act establishing a Convention for the protection of the Communities' financial interests (COM(94)0214 - C4-0156/94 - 94/0146(CNS)) (Commission initiative)

Legislative resolution embodying Parliament's opinion on the proposal for a Council of the European Union Act establishing a Convention for the protection of the Communities' financial interests (COM(94)0214 - C4-0156/94 - 94/0146(CNS)) (Commission initiative)

(Consultation procedure)

The European Parliament,

-having regard to the proposal for a Council Act, COM(94)0214 - 94/0146(CNS),

-having been consulted by the Council pursuant to Article K.6 of the EU Treaty (C4-0156/94),

-having regard to Rules 58 and 93 of its Rules of Procedure,

-having regard to the report of the Committee on Civil Liberties and Internal Affairs and the opinion of the Committee on Budgetary Control (A4-0039/95),

1.Rejects the proposal for a Council Act;

2.Calls for the proposal to be withdrawn;

3.Calls on the Commission to submit as soon as possible a proposal for a directive on the protection of the Communities' financial interests on the basis of Articles 100a and 209a of the EC Treaty;

4.Instructs its President to forward this opinion to the Council, the Commission and the governments and parliaments of the Member States.

II.Proposal for a Council Decision on joint action regarding the protection of the financial interests of the European Communities on the basis of Article K.3 of the Treaty on European Union (5342/94 - C4-0157/94 - 94/0146(CNS)) (United Kingdom initiative)

The proposal was rejected.

-having regard to the proposal for a Council Decision, 5342/94 - 94/0146(CNS),

-having been consulted by the Council pursuant to Article K.6 of the EU Treaty (C4-0157/94),
