Resolution on complaints regarding human rights violations arising from the conflict between Peru and Ecuador
The European Parliament,
A.having regard to the complaints concerning alleged human rights violations made by the Pro-Human Rights Association of Peru to the Inter-American Commission on Human Rights, Amnesty International and the Centre for Human Rights in Geneva,
B.having regard to the complaints made by the Peruvian Government concerning human rights violations committed against Peruvian citizens of Ecuador; whereas the government has asked the Inter-American Commission on Human Rights to investigate these complaints,
C.having regard to the complaints by human rights organizations in Peru and Ecuador that indigenous people resident in the conflict zone have been the main victims of these violations and that many of the soldiers have been forcibly recruited from among the indigenous population and from among poor children and young people in both countries,
D.aware of the reports that the armed forces have laid anti-personnel mines in areas inhabited by civilians which are nowhere near the site of the border conflict and stressing that the mines must be removed from these areas as a matter of the utmost urgency,
1.Calls on the Governments of Ecuador and Peru to comply fully with the terms of the Itamaraty and Montevideo peace declarations;
2.Calls on the Commission and Council to demand that human rights be respected, investigate the above-mentioned complaints and, where necessary, bring the necessary pressure to bear by means of diplomatic and, possibly, trade measures;
3.Instructs its President to forward this resolution to the Council, the Commission, the Governments of Peru and Ecuador, Amnesty International and the Organization of American States.
