Resolution on the elections in Guinea

The European Parliament,

-having regard to its previous resolutions on Guinea,

A.whereas the first national pluralist legislative elections in Guinea are scheduled for 11 June 1995, and whereas this represents an opportunity for the country to express its democratic will,

B.having been alerted to the political situation and the repression of opposition movements in Guinea by various human rights organizations and, inter alia, by the 1994 Amnesty International Report,

C.stressing its desire to contribute to respect for individual and collective human rights and convinced that cooperation between the Member States of the European Union and third countries should be based on respect for these rights,

D.stressing the need for a climate of trust and genuine freedom to be established in the country so as to ensure that the forthcoming general elections pass off smoothly,

E.hoping that a spirit of complete impartiality will prevail during the elections scheduled for 11 June 1995, in order to guarantee lasting social and political peace in Guinea,

F.whereas the EU must help ensure that these elections are held in conditions of maximum freedom and transparency, so as to guarantee a future of peace and democracy in Guinea,

1.Considers it essential for Guinea to be able to make genuine progress towards democracy and hopes that the elections of 11 June will pass off peacefully and in conditions of the strictest impartiality;

2.Calls for the right to free expression and to information to be guaranteed, particularly in view of the general elections;

3.Resolves to send a team of observers to Guinea, at least 10 days before polling, to monitor the June election;

4.Calls for an international inquiry to be held in order to shed light on political rights violations in Guinea;

5.Instructs its President to forward this resolution to the Commission, the Council, the ACP-EU Joint Assembly, the OAU and the government of the Republic of Guinea.
