Protection of geographical indications and designations of origin

Resolution on the delays in the implementation of Regulations (EEC) 2081/92 and 2082/92 on the protection of designations of origin and geographical indications

The European Parliament,

-having regard to the oral questions to the Council and the Commission on the delay in the implementation of Regulations (EEC) 2081/92 and 2082/92 on the protection of designations of origin and geographical indications (B4-1085/95 and B4-1086/95),

-having regard to the Commission's reply to the above oral question,

A.whereas the two regulations in question came into force on 24 July 1993,

B.whereas the Commission has not so far drawn up and published the list of designations of origin and geographical indications forwarded by the Member States and already recognized by them,

C.whereas the list of designations which have become generic has not been published either,

D.whereas these delays may nullify the efforts made to establish a Community quality policy based on the ideas behind the reformed common agricultural policy,

1.Considers that the delay in the implementation of the two regulations penalizes both producers in their efforts to promote quality and also consumers, who are entitled to the greatest possible degree of transparency;

2.Urges the Commission to do all in its power to ensure that a list of the protected designations of origin and geographical indications in respect of which a technical study has already been carried out is drawn up and published as soon as possible;

3.Calls on the Commission to meet the various deadlines and obligations laid down in the regulations, in particular by drawing up a list of designations which have become generic;

4.Asks to be informed regularly about the difficulties and obstacles which are delaying the implementation of the two regulations;

5.Calls on the Commission to enhance quality promotion measures for farm products and foodstuffs also by launching the European "Ecolabel" in order to safeguard consumer choice and to ensure that similar competitive conditions exist in the different Member States of the European Union;

6.Instructs its President to forward this resolution to the Council, the Commission and the governments of the Member States.
