MOSCOW - PERMANENT TRIBUNAL CAMPAIGN
------------------------------------

ACTIONS ADDRESSED TO THE AMERICAN EMBASSY

The demonstration has taken place today since 2.00 till 3.00 PM Moscow time. The report about it is placed already to the Conference Radical Party sector.

A short letter addressed to H.E. Ambassador Thomas R. Pickering, informing about the demonstration and containing a plea to receive a Radical delegation composed from Mamuka Tsagareli, Marat Zahidov from Tashkent, Anatolij Shabad (the only member of State Duma, whom we could organize for this action) and me, was sent by fax unfortunately only on Friday (we hoped till lats minute to find a Russian MP for this).

As result, nobody received us today, although as a demonstration it was not bad: two TV cameras together (Reuters and 2x2), many journalists from radio, papers and agencies, Interfax news issue one day before, TV report just in one hour after the action - it was never so good before in sence of mass media.

Nevertheless we would like to repeat such a request about meeting (already without demonstration, and making the letter itself more detailed, as example taking the letter sent by Emma to Mr. Batholomew in Rome).

FOREIGN MINISTERS

Letters

On this week we have sent by fax letters signed by Emma and Olivier to the following foreign ministers:

- Andrej KOZYREV (Russia);

- Alexander CHIKVAIDZE (Georgia);

- Mihai POPOV (Moldova);

- Juri LUIK (Estonia);

- Valdis BIRKAVS (Latvia);

- Roza OTUNBAEVA (Kyrgyzstan);

- Kasymzhopart TOKAEV (Kazakhstan).

The faxes to Tashkent, Baku, Ashgabat can't be sent because of extremely bad quality of telephone lines to that cities.

By parallel way, tomorrow we will deliver to the embassies of that countries the envelops addressed to the respective foreign ministers and containing another copy of the letter with the enclosed complete list of signatures under Appeal.

Meetings with Foreign Ministers

-------------------------------

IN RUSSIA till today all our attempts to find a deputy which could organize a parliamentarian delegation to meet with foreign minister Andrej Kozyrev or with some of vice ministers, were not succesful. Both Julij Rybakov (who was the first MP joined the appeal and author of draft motion on that issue) and Anatolij Shabad (who participated in today's demonstration) said, that they are ready to participate in a delegation, but not to organize it. Our last hope is Galina Chubkova, member of Commission on foreign affairs in Duma and author of a good letter to us (see Conference Radical Party), but she will be in Moscow only on Wednesday, we hope to menage to speak with her.

IN UZBEKISTAN Marat Zakhidov, who went today from Moscow backwards to Tashkent, will try to meet Uzbek foreign minister or his vice minister, however without any big hope, also because Marat is now in fact only ex-MP, since Supreme Council is disbanded and new political elections are appointed on December 12.
