Dear friends!I think, now is good time to "reactivate" our initiatives in the question of the conflict in Nagorno. In my opinion, we have to take a position in the international discussion about peace-keeping forces in this region.
There are two positions:
1. Russian (supported by Armenia and I'm afraid France) - Only the Russia has right to send it's troops like peace-keeping forces in all ex-USSR. This position several times was declared by Kozyrev and Grachev. And now we have the precedent in Georgia: there are Russian "peace-keeping forces" in Abkhazia and they make nothing in problem of returning of more then 250.000 Georgian refugees to their homes.
It's clear, that in Azerbaijan they'll do the same: to keep status-quo: 25% of Azerbaijanian territories, ocupied by armenian troops (with Russian supporting), and to start useless negotiations about the status of Nagorno etc. using their troops for the pressure on the leadership of Azerbaijan...
2. CSCE (supported by Azerbaijan and UN, in the face of Butros Ghali) - Is necessary to organize international peace-keeping forces under the control of CSCE. Bu-Bu Ghali, during his visit in Caucasus last week, told, that he supports position of CSCE and he'll make his best to help (first of all in technical point of view) in creating international peace-keeping forces with mandat of CSCE.
It seems to me, that would be good, if we should connect with offices of CSCE and UNO in Caucasian States in order to coordinate this project together. The same time I'm sure, that it's possible to find the some kind of compromise also with Armenia and we have good chance to do it with our friends in the Parliament of Armenia and leadership of Nagorno.
Last summer we had discussion with Olivier and Ottavio about possible political initiatives in Caucasus. I think this is most important and realistic, sure, together with Nuclear power plant in Armenia.
This inmitiative would not cost for us (at least now, to start it), this argument would be part of my agenda together with supporting of Canadian project of ICC in UNGA, if sisxth committee is going on it's work and if you (Emma, Antonio, Olivier) will decide that it would be good to visit Azerbaijan and Armenia and try to get their supporting in this issue (UNGA) now.
