Just now we received by fax from Marino the Russian text of Ukrainian intervention in the Sixth Committee. Our friends in Kiev begin to translate it into English and as soon as it will be finished, it'll appear in Conference Radical Party.

Shortly,

- they propose several amendments to the Statute of ICC (for instance, to make obligatory the recognizing the Statute by the state of guilty's citizenship in order to trial him; to make possible reservations for the member states, etc.);

- they support proposal to create a sort of Preparatory committee or Working group to elaborate the text of the Treaty about ICC to present to the "future diplomatic conference";

- they don't think it is necessary to come back to the Statute and debate it again during the work of the above mentioned Preparatory committee or Working group.

By other words, they support more or less the American position.
