I don't understand completely, what do you mean under "TOO LATE FOR TRIBUNAL"? Of course, it is too late for collecting signatures under the appeal to the UN (however even in this case they could be useful - if not for the tribunal itself, but for us as addresses of potential members). But the as far as I understand, two main aims of such an AD are: 1) to inform Russian public about the matter of ICC and Russian Government position (for the moment - absence of any position); 2) to initiate membership campaign.

CAPITAL PUNISHMENT. I am sure, that we must mention the subject of capital punishment draft resolution on the UNGA. But we don't have now any appeal - like that one on the ICC - to collect signatures of MP, mayors and citizens. When and if we will have such a transnational appeal, we can initiate such a campaign, but I'm afraid we will have no time for it before the end of UNGA session. Or not? I don't believe that signatures under the ICC appeal could be converted into the signatures for moratorium: too different things for Russian public mentality. It needs a new petition campaign, and one can be surprised, that signatures can not coincide...

And another thing: you must know, that in case we mention only death penalty initiative without ICC campaign, we will get here several times less responses, in comparison with the case, if the main subject of the AD will be "Give Justice A Chance". It's matter of fact - the subject is much less "popular".

I suggest that in coupon we must have several different positions to cross:

- I join RP for 1995;

- I send contribution for further publications;

- I subscribe appeal to the UN for the ICC;

- I ask about further information about RP and its campaigns.

We also must determine the membership fees for 1995 for different countries.

A technical question: how the money will be transferred? With Antonio on November 20? Or through the bank? Anyway we need it soon, because the AD will be published only more than in one week after receiving the payment.

From our side, if there are no other suggestions, we begin to elaborate the draft text of this AD (on the base of NYT publications).
