I have read with an enormous interest the big text by Luiggi. Especially interesting are the messages. (By the way, I would like to express my opinion, that appearance of this sector in Agora has made a real revolution, at least for us here. A person who used just to get from time to time some messages to his e-mail box concerning particular "technical" problems, can now feel and estimate the level of his own responsibility for party's decision making process!)
But we must not repeat the last year's failures!
About voluntary fees. The only country of ex-USSR with voluntary fee for 1994 is Armenia. I don't know, who insisted one year ago on it and who finally took this decision. One year ago such a conference did not existed and I knew about it just occasionally, some months after taking decision. I was simply surprized. The reasons in favour of the decision were: "There is a war and an economical disaster due to blockade". But it is a complete cazzate!!!
1. War is in act not in Armenia, and even not in Nagorno Karabakh (which is a part of Azerbaijan, at least from legal point of view), but exactly in Azerbaijan, where it was supposed to be payed 3 dollars!
2. Nowhere is written that in a country can exist a voluntary fee because of economical situation. The same or even worse economical disaster happens in Georgia, but there people also pay 3 dollars. And what concerns blockade, the decision is the same, if we decide to establish for Serbia itself voluntary fee "because there is war and embargo" and obligatory 10 DEM for Bosnia!!!!
Allora, if in 1995 we still apply the possibility to establish voluntary fees in case of war in act, we absolutely must do it for AZERBAIJAN and TAJIKISTAN.
I am not sure yet, but probably we must establish voluntary fee for TAJIKISTAN and TURKMENISTAN because of possible repressions from side of authorities...
