Let me say a few words about what has been happening yesterday night in New York.UN rejected the Resolution proposed by Italian Government. True, That Resolution was really soft... It was inviting member-states to take into consideration the opportunity of suspending executions.
Nevertheless, there has been a fight, there have been two sides, facing each other.
That is something new, important, able to open a new era in UN system.
I do believe that the fact not to have got the resolution allows us to go on on the issue, and it undoubtably aboid an alibi.
I mean that having got a Resolution like that would have probably given the world an alibi: "UN passed a resolution on death penalty, and it is done"... while we would have had just a confirmation of words already said, already approved by UN, and just an invitation to countries to take into consideration the opportunity of....
Now, thanks to what we have been doing in those years and months, we have an issue on which opening battles and battle, and we have a seat, an institution, a square, a democratic agora.
What is now sure, indeed, is that we are now stronger, and I would not be so sure that we would have been stronger than now if UNGA approved the resolution which has been rejected.
It is true that the resolution would have been a major political event, but not in the text of the resolution in itself. While we need looking at UN as it were a real decisional institution, able to pas decisions and laws; we should look for this kind of decisions, and not just for declarations. Only that is able to prefigurate the new UN. The new world juridical system.
