I know, that officially he isn't member of GC. But I'd like to remeber you the strange situation after GC elections on last Congress. This person was elected, but then disappeard from the list. That time Marino and Andrea told, that it was technical mistake and anyway, Zeinal Ibragimov is accepted as GC nonofficial member and he'll be invited for any sessions.

I think, it's necessary to add him to the list of persons, who's trip and hotel will be paid by party.

Not only for the reason, written here, but also, this person created and organized party in azerbaijan and is working with big and important results.

I mean not just number of members (not only) but also number of MPs, significants of our appeal, Vice-speaker of Parliament, member of RP also for this year etc.
