CHECHNYA, NEW YEAR AND INTERNATIONAL LAW
In my opinion, we should limit our initiatives and slogan to the defence of human and civil rights and to the appeal to the International covenants on the use of the force in the internal affairs, provided that human rights are not more to be considered an internal issue.

As for the moment, I would avoid entering the political confrontation between pro-Eltsin and anti-Eltsin groups: this could be a matter for a Russian "Pannella-Riformatori" movement, but not for the Radical Party.

As for the demonstration, I don't oppose about organizing it in Russia, but I have some doubts about an event, in the new year night, in several capitals only about Chechnya. Why to mention it and not Bosnia, for instance? And why Chechnya and not Kurdistan, since the same Turkey that spends official words in favour of ex soviet general Dudayev conducts a many-years-long massacre against the Kurdish people? How to forget Tibet? And what about the extermination, in Mexico, of the Zapatist revolutionary movement?

Of course, in any moment it's absolutely correct to hold a transnational demonstration for just one case of massive violations of human rights in one country; and this we use to do. The problem is that the new year night has a very special meaning, and I have got the impression that we should use this date only to raise a general issue. The problem is: the world - from Russia to Tibet, from Mexico to Kurdistan, from Bosnia to Kosovo - urgently needs the respect of the International Law and the creation of new, more effective institutions.
