I agree at about 55 % with the proposals by Nikolay on antimilitarist campaign.

I do believe that the issue is dramatically urgent in Russia, and I share the opinion that we can't consider satisfaying the draft bill on consciousness objection that has recently been approved on first reading by Russian State Duma; on the other hand, I don't think that we should invest also in Ukraine, in other CIS countries and in the Baltic States, just now, money that we absolutely don't have, human resources and time that we have to spend more directly to the organization of our soon coming Congress.

Let's also not forget that, while the party has of course to be flexible, we did'nt choice yet the antimilitarist campaign as a priority, even if I would probably propose this in the Congress.

So, my suggestion is: OK to invest possibly a half of the budget drafted by Nikolay, for the moment only in Russia and without mailing to addresses that we got in 1990 and 1991, since they are for sure not to be considered valid any more; and of course let's include from the beginning, in this mailing, the appeal to join the party.
