THE EUROPEAN PARLIAMENT ASKS THAT, ON THE OCCASION OF THE 50TH ANNIVERSARY OF THE UNITED NATIONS, THERE BE THE ESTABLISHMENT OF THE INTERNATIONAL PERMANENT PENAL TRIBUNAL AND THAT THE AD-HOC TRIBUNALS ON EX-YUGOSLAVIA AND RWANDA BE GIVEN ADEQUATE MEANS FOR THEIR OPERATION.

New York - Strasbourg, July 13, 1995. Following the initiative of the European Parliamentarians, members of the Transnational Radical Party, Jean-Francois Hory, Marco Pannella, Gianfranco Dell'Alba, Pierre Pradier and Dominique Saint-Pierre, the European Parliament has approved, by a large majority, a resolution with precise and detailed requests on the establishment of the International Permanent Penal Tribunal as well as the operation of the ad-hoc tribunals for ex-Yugoslavia and Rwanda.

Specifically, the European Parliament asks to "celebrate in a concrete way the 50th Anniversary of the United Nations" creating the foundation of"an international justice". To this end, it encourages the General Assembly of the United Nations to adopt the project of the definitive statute for the International Permanent Penal Tribunal, a statute that, among other things, does not include the death penalty.

About the ad-hoc tribunals, the European Parliament asks to the Committee and to the Council that the budget for these tribunals come from the general budget of the United Nations and asks to those European Community Members that have not yet done so, to accept in their internal jurisdiction the rules inherent to their operation.

For the ad-hoc Tribunal on the crimes perpetrated in Rwanda, the European Parliament asks that the Rwanda Government be given the means to ensure that the conditions of the suspects' detention don't threaten their life or their health.
