Dear Mr. Olivier Dupuis,

Until today I could not write you after my return from France due to heavy rush of pre-occupations. All the programmes for the 10th March at Brussels were extremely successful. It was much more than what I expected. The credits of such success goes to the Radical Party workers and particularly your sincere efforts and hard works. I congratulate you for the success and sincerely thanks you for all the wonderful things you have done and continuously doing for the people of Tibet. I also thank you for your warm hospitality and kind assistance given to me at Brussels and Strasbourg during my last visit there. I eagerly look forward to see you again in Bonn during TSG meeting in June, 1996.
