This is regarding your letter dated September 19, 1996 asking this representation to support and act in favour of the establishment of the Permanent International Criminal Court I view the proposed organization of this Tribunal as a welcome move especially considering the current world situation wherein wars --- instigated or not by colonial/imperialist rulers -- and revolutions (ideological or otherwise) we still prevalent. Gross violations of international norms have been noted in these W" and revolutions.
However, I believe that the areas/criminal acts to be covered by the Court should be well defined so that it may not be viewed as a body that could intrude into the internal matters or conflicts of sovereign nations.
In this connection, may I request your organization to furnish me with a copy of the recommendations of the Preparatory Committee and other pertinent documents, particularly on the proposed convening of the Tribunal's Founding Plenipotentiary Conference next year.
May I also take this opportunity to extend my warmest felicitations to your organization and other members of the European Community for tins undertaking. I hope that this will be the start of a fruitful working relations between your organization and other members of the European Parliament and my office on international issues affecting our countries.
