Dear Mr Olivier Dupuis,

It is indeed quite a long time I could not contact you. I hope this letter of mine will find you in the best of health and affairs, I understand that you must be extremely busy these days for the organization of 10th March manifestations I could not see you during your last visit in Dharamsala.

I received your e-mail message of 17th September 96. Thesedays I am feeling little concerned because of the delay in conclusion of our referendum process. The satyagraha movement could not take out and the precious time is running out so fast. Therefore, I am thinking that if the referendum process is going to delay indefinitely then we should think of starting the satyagraha without waiting for the referendum result. Anyhow, we will wait till the end of July this year by which time the picture of the referendum process is cleared.

Ms. Nirmala Despande was very much encouraged by your response and co-operation with her. Now she is planning to initiate some symbolic satyagraha from 22nd May, 97, the Buddha Jayanti day. She will write you when things are finalised.

I hope this years proposal of Tibet support group's manifestation at Geneva on 9th & 10th March, 97 will go well. You must be aware that the Third world Parliamentary Convention on Tibet is going to be convened from 23rd to 24th April in Washington, I trust that you will attend it and we could meet person at that time. I will be coming with my two colleague and five Indian M.Ps.

PS. After writing this letter I received your fax message of 27.2.97. which is not clear, What I could get is that my inability to participate in 10th March. I hope to meet you soon.
