UNPRECEDENTED CRY FOR ASSEMBLY IN CUBA!!! HUNDREDS CONFRONT CASTRO
DEMANDING
FREEDOM OF SPEECH THE CASTRO REGIME REJECTS THEM
Concilio Cubano is a coalition comprised of human rights groups, civic
organizations,labor unions and independent professionals considered to be
the formal
opposition to the current system. Its priority is to spare the nation of
any further and unnecessary bloodshed, while seeking to restore it to a
state of freedom,
justice, and human dignity, as known and upheld throughout the civilized
world today. Its intention is to achieve this by using all peaceful and
non-violent
means available. As a consequence of its activities, members of Concilio
Cubano throughout Cuba are currently recieving harassment, persecution,
incarceration, and beatings by the Castro regime. The crime of these
individuals is the desire to peaceably assemble. In a recent letter to
Fidel Castro Ruz, signed
by more than one hundred and thirty representatives of advocacy groups
throughout Cuba, Concilio Cubano requested a permit for a public and
peaceful
assembly during February 24, 25, 26, and 27, 1996. That request was denied
by the Castro regime on February 20th.
Placing its belief and faith on Articles 3,7,9, 12, 13, 19, and 20 of the
Universal Declaration of Human Rights, Concilio Cubano requested to
exercise the right
to peaceful assemblage. Since its inception, the members of Concilio
Cubano were dutiful and true to their announced intent to adhere to
peaceful means in their
pursuit of democratic expression. In the aforementioned letter, Concilio
Cubano also publicly sought participation and assistance from
representatives of the
United Nations and the Catholic Church to serve as observers during the
reunion. They also requested that any and all human rights groups,
governments and
members of the international community keep a close watch over the
activities and members of Concilio Cubano during the month of February and
beyond.
Over two hundred plus signatures of well known leaders from around the
world, including eleven Nobel Prize winners, reputable intellectuals,
writers and
human rights activists have gathered in support of the right of the Cuban
people to peacefully and non-violently quest for instituting a fully
democratic
government in Cuba. International political leaders and human rights
activists: Desmond Tutu, Elena Booner, Vaclav Havel, Jose Maria Aznar and
Margaret
Thatcher, among others, have also expressed their support for Concilio
Cubano.
It continues to be an inhumane travesty that the free world allows
Dictator Castro to blatantly violate all civil rights belonging to the
citizens of Cuba.
Official Statement By The Cuban Council
The Cuban people, determined to play a leading role in their own history,
have come to that inescapable point in which only urgent and profound
changes will
prepare them to confront, in a mature fashion, the rights and challenges
demanded by civilized society. Our people want those changes to be
peaceful, in order to
open a new historical chapter with freedom, national independence,
democracy, solidarity, and social justice.
This urgent need for change has produced Concilio Cubano (Cuban Council),
the deliberate result of a compelling need to find a consensus by all
democratic
forces, inside and outside the island, who are anxious to raise Cuba to
the level demanded by our historical circumstances. Concilio Cubano's
immediate goal is
a precise one: to create an appropriate framework for debating and
designing common strategies.
Therefore, Concilio Cubano is not established as a suprapartisan
organization, but rather as a permanent forum where all participating
organizations can fashion
joint political proposalswhile still maintaining their own identity.
Our initial joint efforts have resulted in the assumptions and purposes
stated below, which we are now bringing to the attention of public
opinion, both national
and international.
FIRST: The determination to work for a totally peaceful transition toward
a democratic society under the rule of law, devoid of any vindictiveness,
and equally
comprising all Cubans.
SECOND: Obtaining unconditional amnesty for all political prisoners.
THIRD: Launching a series of legal transformations that will provide the
necessary framework, within the law, to secure absolute respect for all
universally
recognized human rights, as well as equal participation by all Cubans in
an opening process that will lead to economic independence.
FOURTH: The belief that, in order to harmonize the peaceful transition we
are advocating with the principle that Cuba is the fatherland and the home
of each and
every Cuban, it is essential to provide such conditions as will guarantee
participation for all Cubans, with no exclusions whatsoever.

Declaracion oficial de Concilio Cubano
Resultado de las primeras elaboraciones mancomunadas es el conjunto de
propositos y presupuestos que hoy ponemos en conocimiento de la opinion
publica
nacional e internacional, y que son los siguentes:
"PRIMERO: La determinacion de trabajar por una transicion absolutamente
pacifica hacia un estado democratico de derecho que no albergue
violencias, odios, o
sentimientos de revanchas y que incluye por igual a todos los cubanos. Por
consiguente, Concilio Cubano excluye toda forma de violencia y en
particular el
terrorismo.
SEGUNDO: El logro de una amnistia incondicional para todos los prisoneros
por motivos politicos.
TERCERO: El inicio de un proceso de transfomaciones juridicas que, desde
la ley, establezca el marco necesario para garantizar el respeto integral
de los
derechos humanos universalmente reconocidos, asi como la participacion de
todos los cubanos en igualdad de condiciones en un proceso de apertura
encaminando hacia la independencia economica.
CUARTO: La conviccion de que, para que la transicion por la que abogamos
sea congruente con el principio de que Cuba es patria y hogar de todos los
cubanos, es imprescindible ofrecer las condiciones y garantias para que
todos ellos participen, sin exclusiones de clase alguna.

AQue es Concilio Cubano?
Concilio Cubano es la union de la gran mayoria de los grupos y
organizaciones independientes que existen dentro de Cuba. Esta asociacion
surge de la critica
situacion por la que atraviesa el pais.
Concilio Cubano se fundo el 10 de octubre de 1995, proponiendo, desde
nacimiento, conciliar todas las fuerzas sobre un punto comun: liberar al
pueblo del
sistema totalitario que por mas de 37 aos impera en la Isla.
Las organizaciones politicas, humanitarias, sindicales y profesionales que
integran Concilio Cubano han subrayado, mediante documentos y
declaraciones
publicas, que no integran una supraorganizacion, sino un foro de
asociaciones que trabajara en una agenda con los asuntos mas urgentes por
resolver en Cuba.
El 24 de febrero de 1996 ha sido la fecha escogida para la Primera
Asamblea de Concilio Cubano en La Habana, a la cual fueron invitados todos
los cubanos
organizados en el exilio. Tambien se solicito, mediante un documento
oficial de Concilio Cubano, la presencia de funcionarios de Naciones
Unidas y la
participacion de la Iglesia Catolica.
Como apoyar a Concilio Cubano
Mas de 40 organizaciones cubanas en el exilio decidieron apoyar la gestion
de Concilio Cubano y lo proclamaron mediante una declaracion que se
publico el 22
de noviembre de 1995. Desde entonces, otras organizaciones de exiliados se
adhieren a este apoyo publico y se reunen para dar seguimiento al respaldo
coordinando fuerzas y asi solicitar a la comunidad internacional la
proteccion de los miembros de Concilio Cubano en la Isla ante las
represalias del regimen y
tambien reclamar su apoyo en cuanto al ejercicio del derecho que tenemos
los cubanos a reunirnos para resolver pacificamentelos problemas del pais.
Estas organizaciones de cubanos exiliados que respaldan Concilio Cubano
eligieron un grupo provisional de trabajo encargado de coordinar los
esfuerzos de este
apoyo. El grupo, compuesto por siete activistas, no representa a este
forum criollo, pero si distribuye, con prioridad a las organizaciones,
toda la informacion
relacionada a Concilio Cubano y exhorta a los cubanos exiliados en todo el
planeta a participar en este respaldo tan importante.

OFFICIAL STATEMENT BY CONCILIO CUBANO (CUBAN
COUNCIL) CONCERNING THE EVENT SCHEDULED FOR
FEBRUARY 24, 1996
The President of the Cuban State Council
and Council of Ministers, Mr. Fidel Castro Ruz
We appear before you by this written communication to request that the
Cuban authorities, for the sake of democracy and good sense, recognize not
only those
agencies set up by the State or sponsored by the government, but also
those associations created by citizens anxious to improve their country
and driven by the
inalienable right of all free men to form associations, independent trade
unions, or political parties separate from the state and designed to serve
their
communities.
The undersigned are Cuban citizens and hold ourselves to be free men, with
ideas about the future of the Cuban nation. Aware that we cannot be denied
a right
which is ours simply because of our human condition, we believe the time
has come for our independent organizations, movements, trade unions,
parties, and
labor unions -which have not been recognized by the official authorities,
but which have increasingly earned tacit recognition by the Cuban people,
as well as by
other governments and institutions throughout the world - to be allowed to
exist and for the rights they present to be recognized by virtue of
international, moral
and historical necessity.
WHEREAS the Concilio Cubano is an incidental, temporary association among
various forces which for years have upheld the banner of freedom of speech
and
which have earned the right to criticism and initiative guaranteed to
Cuban citizens in Article 54 of the Constitution;
WHEREAS Concilio Cubano has convened a pluralistic, democratic, and
constructive meeting of all Cubans, regardless of whether they have been
forced to
leave their country in pursuit of new expectations;
WHEREAS this summon has met with a favorable response from broad sectors
of the Cuban diaspora throughout the world, who are willing to meet in a
spirit
of brotherhood to find the answer to our common problem as well as viable
options for the Cuban people;
WHEREAS the conveners reside in Cuba, with all the rights provided to us
under Cuban law, and as part of the world community we are protected by
the
Universal Declaration of Human Rights, which we invoke in support of this
application;
WHEREAS there are thousands of us Cubans who have openly convened this
meeting, having found support and encouragement for our noble purposes in
a
large portion of our people and considering ourselves to be the fortunate
subjects of a miracle:: the mystic kiss of Jose Marti on the forehead
where a star has
been born that show us the way to freedom. We will never give this up,
just as those other millions of Cubans -even under other flags and
citizenships- have
never given up their Cuban identity and are morally committed to the
suffering land of their birth;
WHEREAS we consider it a duty and an honor to serve the Cuban people, who
are overwhelmed by oppression and are losing hope day after day in the
face of
such misfortune; and representing those who, having pledged their
commitment to our history and our country, have apprehended the will of
the people in order
to accomplish it;
WE RESOLVE the following:
To request the Cuban government for official permission to hold the
meeting of Concilio Cubano;
To set the date of that meeting for February 24,25,26, and 27, 1996, to be
held in the city of Havana, at a facility that the government may decide
to lease or lend
to us; or otherwise on the premises of some non-government institution who
agrees to provide the facilities for this purpose.
Formally to request the good offices and assistance of United Nations
representatives as international monitors over the meeting, as well as the
good offices of
the conference of Catholic Bishops and of his Eminence, Cardinal Jaime
Ortega y Alamino, as domestic monitor over the Concilio Cubano meeting.

Background
Organizer of Naturpaz(Nature-peace), an enviromental group that was
prohibited by the Cuban government.
Supports a ban on all nuclear weapons testing in the world.
1986 to 1987
Taught Ecology and Civil Disobedience to middle school youngsters in
Havana.
Critic of the Cuban military intervention in Ethiopia and Angola.
1991
Detained by the Cuban State Security for organizing a peaceful
demonstration in front of the UNESCO office in Havana to protest the Iraqi
invasion of Kuwait
and the enviromental destruction it caused.
1995
General Secretary of Corriente Agramontista a group of courageous jurists
pursuing the independence of the judicial system and the rule of law in
Cuba.
March 20. Signed along with Rene Gomez Manzano, President of Corriente
Agramontista, and eight other jurists, an affidavit that was presented to
the Cuban
Justice Department (Junta Nacional de Bufetes Colectivos) requesting the
resignation of its Director , Emiliano Manresa Porto, who fired several
attorneys for
practicing law without fulfilling the established ideological rules and
regulations.
Wrote a letter to the Secretary of Justice, requesting an investigation
into the massacre of 41 people on July 13, 1994, while escaping from Cuba,
on the tugboat
"13 de Marzo"
Dismissed from work because of his defense of numerous political prisoners
in court.
December 1995 to February 1996 Arrested nine times during his pacific
quest for freedom.
Played a decisive role in the coordination of Concilio Cubano, a coalition
of over 100 peaceful pro-democracy organizations inside of Cuba.
October 10
Signed the Official Declaration of Concilio Cubano.
December 21. Wrote the Official Statement of Concilio Cubano concerning
the event scheduled for February 24, 1996, requesting a permit for a
public, peaceful

February 15. Arrested under the charges of civil disobedience and
resisting arrest, Case No. 80-96. His attorney is Jose Angel Izquierdo,
also from Corriente
Agramontista.
February 23. Sentenced to six months in prison.
March 8. In apellate court, his sentence was increased to 14 months. Sent
to Villa Marista, where he remains in prison.

Born of the spirit of the human rights movement within Cuba, was the first
group of professionals to take up the challenge of freedom. Disregarding
career and
personal safety, they set out to honor the principles of their profession,
confronting Cuba's un just and arbitrary system under which the law is a
tool of
opression and the judicial process is an empty ritual of the totalitarian
state.
Concilio Cubano
Concilio Cubano encompasses more than one hundred human rights groups,
civic organizations, labor unions, and independent professionals,
considered the
formal opposition of the current system in Cuba. Their priority is to
spare the nation of any further bloodshed, while seeking to restore the

harassed, persecuted and incarcerated, by th e Castro regime.
All of the Delegates of Concilio Cubano were incarcerated during the
brutal repression that took place in Cuba in February 1996.
The majority of the members of Concilio Cubano are 35 to 45 years old, and
are of all races, religions, and social classes. There is a high
percentage of women,
and in fact, this female participation is much higher than that allowed
within the communist party or ruling hierarchy.
Their only crime:
The desire to peacefully assemble...

of the Universal Declaration of Human Rights, Concilio Cubano produced the
Official
Statement of Concilio Cubano concerning the event scheduled for February
24, 1996
The Cuban government forbid the celebration of the First Forum assembly,
and the police force set in motion a repressive wave against Concilio
Cubano,
detaining or incarcerating more than 200 of their members.
Premeditated murder
On February 24, in international waters while on a humanitarian mission,
two small civilian planes of Brothers to the Rescue, were shot down by two
MIG's of
the Cuban regime, and four peaceful individuals were murdered by the
Castro government: Carlos Cos ta, Pablo Morales, Mario de la Pena, and
Armando
Alejandre Jr., a member of the Support Group to Concilio Cubano.

METODOS COERCITIVOS CONTRA PRESOS POLITICOS EN ARIZA
CIENFUEGOS, 5 de febrero (BPIC).- Autoridades del centro
penitenciario de Ariza, a siete kilometros de Cienfuegos,
utilizan metodos coercitivos contra reconocidos presos
politicos, aseguro un informe del Partido Pro Derechos Humanos
en ese territorio.
La denuncia senala que efectivos de Seguridad Penal, bajo las
ordenes del coronel Tomas Piovet, director de la prision, acosan
y hostigan a Leonel Morejon Almagro, Armando Alonso Romero
y Jorge Felix Canosa Castro.
Entre los metodos utilizados, el informe cita la instigacion a
presos comunes para que roben sus pertenencias, torturas
psicologicas, retencion de correspondencia, negligencias
medicas y la reciente amenaza de instruccion de cargos bajo una
presunta acusacion de ser autores intelectuales de dos motines
ocurridos entre octubre y diciembre del ano pasado.
El 26 de octubre, dos agentes de Seguridad Penal, fueron
amordazados y encerrados en una de las secciones de la carcel,
accion sofocada por el arribo de tropas especiales antimotines.
Dos meses despues, otra reyerta finalizo el 30 de diciembre con
el traslado de Jorge Felix Canosa Castro hacia la sede provincial
de Seguridad del Estado para investigar presuntas conexiones
del recluso con su primo, el jefe de la junta de directores de la
Fundacion Nacional Cubano Americana Jorge Mas Canosa.
Agrega la denuncia que el mismo dia Armando Alonso Romero
fue trasladado hacia el hospital provincial Gustavo Aldereguia
Lima, con fuerte taquicardia y tension arterial desbalanceada.
Una fuente paramedica asevero que Alonso arribo a la
instalacion con sintomas de infarto, pero fue registrado en la
Sala 8-B, cama 27, bajo el rotulo de "Chequeo general de
rutina".
"El Chino Alonso presentaba dolores agudos en la zona
diafragmatica, en la espalda y una pierna", recordo la fuente.
"En sentido general, el tratamiento no fue el mejor".
Segun el Partido Pro Derechos Humanos, las autoridades del
penal prohiben a los reclusos comunicarse oralmente o por
escrito con el gestor de Concilio Cubano Leonel Morejon
Almagro, victima tambien de coacciones politicas.
Anade la denuncia que los directivos de Ariza estimulan a los
presos comunes para que rinan o roben las pertenencias de los
presos politicos, hechos gratificados con beneficios que oscilan
desde autorizaciones de salida por 72 horas hasta traslados hacia

The Cuban Government should immediately release Lazaro Gonzalez Valdes and
Dr Leonel Morejon Almagro, leaders of the non-governmental coalition,
Concilio Cubano, Amnesty International said today.
Lazaro Gonzalez Valdes was sentenced to 14 months' imprisonment after
being convicted of disrespect' and disobedience' at his trial yesterday in
a municipal
court in Havana. Dr Leonel Morejon Almagro was sentenced to six months'
imprisonment at his trial today on similar charges.
It is appalling that Lazaro Gonzalez Valdes and Dr Leonel Morejon Almagro
are detained solely because of their peaceful activities with Concilio
Cubano,'
Amnesty International said. They are prisoners of conscience and should be
released immediately.'
The insubstantial nature of the charges would seem to indicate that the
Cuban authorities are desperate to stifle peaceful dissent.'
The charge of disrespect' is believed to have been based on the fact that
they refused to stop their activities with Concilio Cubano after receiving
three official
warnings from the police to do so. In the case of Lazaro Gonzalez Valdes,
the charge of disobedience' is reportedly based on allegations that the
family took
some time to open the door when police went to arrest him.
The defence lawyer in both cases, Dr Jose Angel Izquierdo Gonzalez, was
reportedly informed of the substance of the charges against Lazaro
Gonzalez Valdes
only an hour or so before the three-hour trial started and he was only
able to speak directly to his client minutes beforehand.
Lazaro Gonzalez Valdes is one of the four deputy national organizers of
Concilio Cubano and the president of the unofficial Partido Pro Derechos
Humanos en
Cuba (PPDHC), Party for Human Rights in Cuba, one of more than 100
unofficial groups which belong to the coalition. Dr Leonel Morejon
Almagro, who is
also a lawyer and the president of Naturpaz, an unofficial environmental
group, is the national organizer of Concilio Cubano.
Deputy national organizer of Concilio Cubano, Mercedes Parada Antunez, who
had been taken to hospital under police guard following her arrest on 15
February, has reportedly been transferred to a detention centre. Reinaldo
Cosano Alen, also a deputy national organizer of the coalition group, is
also still
reported to be in detention following his arrest on 21 February.
Dr Rene Gomez Manzano, one of the founders of Concilio Cubano and the
president of an unofficial lawyers' group called Corriente Agramontista,
Agramontist
Current, has also been in detention since 17 February. It is feared that
charges are to be brought against all three.

CUBA--ENGINEER ARRESTED AND DENIED MEDICAL TREATMENT IN PRISON CASE

FACTS ON THE CASE: AAAS is concerned about the arrest and fragile state of
health of Cuban engineer Carlos Lores Martinez. He was arrested on 3 May
1996 while conducting a class at the Electronics Faculty of Pinar del Rio
University. He is reportedly suffering from a hernia and has lost 19
pounds since his
arrest. Lores Martinez has not been officially charged with a crime, but
is believed to be under investigation for producing "enemy propaganda."
The charge of
"enemy propaganda" is often attached to any expression of opposition to
the state. He is held at the Department of State Security in Pinar del Rio
province.
He is reportedly currently held in solitary confinement, but was
previously placed in cells with individuals classified as dangerous. As is
reported to be common
practice in State Security facilities, Lores Martinez is frequently
transferred from cell to cell in the middle of the night.
Lores Martinez has been denied access to legal representation and medical
treatment. According to Cuban law, prisoners accused of crimes against
state security
are not given access to legal representation until the completion of the
investigation. This law often leaves prisoners without the benefit of a
lawyer for several
months and sometimes prisoners meet with their lawyer only hours before a
trial.
Lores Martinez's brother, also an engineer, was arrested at the same time;
however, he was released without charge two months later. Both were
expelled from
their teaching positions. Other teachers have reportedly been expelled
from their jobs for the expression of their political opinion. In
addition, a number of
medical professionals from Carlos J. Finaly Hospital have been dismissed
for maintaining contact with human rights organizations. Students also
have
reportedly been transferred to other facilities solely for possessing
copies of the Universal Declaration of Human Rights.
The arbitrary arrests of Carlos Lores Martinez, if solely for the
expression of his opinion, and the denial of medical treatment constitute
serious violations of
international human rights standards, including basic protections provided
by the Universal Declaration of Human Rights, and the Standard Minimum
Rules for
the Treatment of Prisoners.
Under the Universal Declaration of Human Rights, adopted without objection
by the United Nations General Assembly on 10 December 1948:
the rights to life, liberty, and security of person, and to be free
of arbitrary arrest or detention (Articles 3 and 9);
the right to a fair and public hearing by an independent and
impartial tribunal (Article 10); and
the right to freedom of opinion and expression, including the
freedom to hold opinions without interference and to seek, receive, and
impart information
and ideas through any media and regardless of frontiers (Article
19).
Under the U.N. Standard Minimum Rules for the Treatment of Prisoners,
adopted by the First United Nations Congress on 30 August 1995:
The different categories of prisoners shall be kept in separate
institutions or parts of institutions...(Article 8);
at every institution there shall be available the services of at
least on qualified medical officer...(Article 22 para. 1); and
any prisoner shall be given all reasonable facilities for
communicating with his family and friends, and for receiving visits from
them and from his legal
advisor (Articles 92 and 93).

expressing concern about the poor state of health of Carlos Lores
Martinez;
calling for his immediate release if arrested solely for the
peaceful expression of his opinion;
urging the authorities to provide any necessary medical attention;
requesting that he be granted immediate and continuing access to
legal representation of his choice; and
urging the Cuban government to cease its investigation against him
in connection with his attempts to exercise his right to freedom of
expression.
