Dear Mr. Atzori,

I am writing briefly to thank you for your letter dated 12.8.97 and for the enclosures. The UK cannot succeed alone in reversing the current trends leading to drug addiction and drug-related crime. We need at least a European dimension and preferably, a worldwide view.
