Dear Mr. Dupuis,
Thank you for your letter, dated 9 Oct., and the letter of Mr. Gianfranco Dell'Alba to the Institutional Committee of the European Parliament, dated 25 August, in relation to the study on the costs of (non)communication in EU. It seems that the study once again pointed out the unmanageable costs of communication in EU, using 11 official languages.
I was particularly interested in Mr. Dell'Alba's proposal to use Esperanto as the bridge language for translation in EU, and experimental teaching of Esperanto to ascertain its propaedeutic value. I hope the European Parliament accept the two proposals.
To make it more acceptable to the EP, perhaps we should make less direct proposal.
According to my opinion, a less direct approach would be to recommend "European Common Auxiliary Language" as an agenda of a meeting of the Institutional Committee, Youth and Cultural Committee, or even the EP General Assembly. (Mr. Busdachin initiated similar recommendation in New York, and we are still following it up).
If EP or one of its Committees accept the agenda item, then the desired resolution to be adopted is that EP request the Working Group on the Language Problem in the European Union, with the following mandates;
1) To study the existing situation and status of Esperanto (an other neutral language),
2) To study its feasibility as the European common auxiliary language,
3) To experiment use of Esperanto as the bridge language of translation at smaller committee meetings of EP,
4) To experiment teaching of Esperanto to test its learnability and its propaedeutic value for learning other European languages, and
5) Report its findings and follow-up recommendations to the General Assembly of EP.
If the proposed "European Common Auxialiary Language" is adopted as an agenda item, Universala Esperanto Asocio will provide full technical and institutional support to help pass the proposed resolution, to help the Working Group implement the mandatory activities.
However, I believe that such proposal should be made not abruptly butr after close consultation, and in coordination, with other political parties represented in Eeuropean Parliament.
