Referring to your fax of October 28, I would like to inform you that this is the first time I have seen your draft Nagaland resolution. To the best of my knowledge nobody has called on Human Rights Watch for an opinion about the draft resolution, and since this is indeed the first time that I lay eyes on the text I can assure you that nobody from my office has made any comments on the issue. I have forwarded the text to researches in our NY office in case they would be interested in contacting you about this matter.
