Brussels, 4 November 1997
Dear friends,
on October 16, 1997, I have sent to you the two amendments to the budget of the European Union for 1998 I have deposed with my friend Dell'Alba.
A few days ago the long phase of the first reading of the draft budget was concluded by the vote in the plenary.
Therefore I would like to inform you that the first amendment (enclosed) mantaining the funds destined to promote the respect for human rights, in particular in Eastern Turkestan and Inner Mongolia, has passed, the second one did not.
Sincerely yours,
Olivier Dupuis

Comments:
modify the commentary as follows
"It's also used to cover the financiation of activities connected with the control of the respect of human rights, in Hong Kong, in Macao, IN EAST TURKESTAN AND IN INNER MONGOLIA and to promotethe freedom of medias."
Resolution of the European Parliament on the situation of human rights in East Turkestan of April 10, 1997.
Resolution of the European Parliament on a long term policy for the relations between China and Europe of June 12, 1997.
Justification:
The European Parliament having taken position in favour of the defense of the human rights in East Turkestan and Inner Mongolia, it is important, to have a coherent action, to make clear that those credits are allowing to them.
