Dear xxxxx,
The March 16-20, session of the Commission on Narcotic Drugs will constitute the final preparatory body meeting for the Special Session of the General Assembly, to be held June 8-10, 1998, devoted to the fight against the illicit production, sale, demand, traffic and distribution of narcotic drugs and psychotropic substances.
The GA resolution 52/92 "urges organs, organizations and the specialized agencies of the United Nations system, including multilateral development banks, to contribute fully to the preparation for the special session, in particular by submitting, as soon as possible, to the Commission on Narcotic Drugs, acting as the preparatory body for the special session, through the Executive Director of the United Nations International Drug Control Programme, concrete recommendations on the issues to be addressed by the special session".
In a spirit of contribution and cooperation, the Transnational Radical Party would like to draw the attention of UN organs, organizations and specialized agencies to some important issues that we believe are needed to be taken into account in order to preserve fundamental rights such as human dignity, the rule of law, as well as common sense.
To this end, I am pleased to attach a commentary and some contributions that we are proposing your agency to forward to UNDCP Executive Director.
I Thank you in advance for your time and consideration, and remain at your full disposal for further information and documentation. Best regards.
Sincerely yours,
Marco Cappato
UN Representative
