Date: Mon, 23 Mar 1998 18:43:16 -0500
Dear Olivier Dupuis,
I dont'n know if you remember me from the Radical Party Congress in Rome, on 1995. I work for Directorio Revolucionario Democratico Cubano, and I was there representing the struggle for human rights and freedom for Cuba. I am writing you because I have lost contact with Marino and we are interested in reinitiate a work relation with the Radical Party. We also asked Olga Cechurova and Marino the rules for our Radical membership, and what we have to do to reinstate that, because we have not receive any material from you in a long time. Although, I have been in touch with Olga by e-mail by sending her some information about Cuba.
As you may know we have been working in different countries to inform about Cuba and create Solidarity Commitees for Democracy in Cuba. The last two years we have been looking for funds to do a better job in Europe because our confereces have been majorly in Latin America, and we see the relevance of European countries and the European Union on this matter. Thanks God we have got some funding for this activities, and we would like to talk to you about this and other plans we have. Radical Party has always been a great support in our different activities and we dont'n want to lost these boundaries.
Next April we are planning to attend the United Nations Convention for Human Rights in Geneva. We have been invited to a conference about Cuba on April 16th, by the International Society for Human Rights. On that opportunity we are trying o get in contact with you, and maybe before, our points of view and information about Cuba could be helpfull for what you are planning to do on this issue.
I am attaching to this memo, the one I sent to Olga Cechurova, with some ideas about the Oral statement on teh UN Human Rights Commission and something about the European institutions and European Parliament. I have not receive any answer from her.
If you receive this message, I would really appreciate your response.
Thanks for everything you are doing for our country, we are really gratefull.
Best Regards,
Janisset Rivero
attached memo:
Dear Olga:
I am sending you some ideas in response to your earlier message.
Regarding your oral statement for the UN Human Rights Commission, the following are some points which we consider important:
(1) General amnesty. For the past 39 years thousands and thousands of Cubans have been imprisoned due to their political ideas. The only way to end this is that the Cuban government finally declare a general amnesty, eliminating the category of political crimes from its criminal code. In recent weeks, just as dozens of political prisoners were released, other dozens of Cuban citizens were being tried and imprisoned for political motives. The only way to being to put a stop to this is through a true general amnesty which could also serve as a first step towards national reconciliation. (See attached list of individuals recently arrested for political motives as well as a list of ten prominent political prisoners who were not released in recent weeks.)
(2) Solidarity with the nonviolent civic democratic opposition in Cuba. It must be reiterated that general solidarity and moral support for civil society in Cuba is needed from all countries in the world but specially from Europe if we are to transform the human rights situation in Cuba.
(3) It is important that humanitarian aid reach the people of Cuba, and particularly the political prisoners, their families and the civic opposition to the Regime. However it is also important that this humanitarian aid be channeled through legitiamte institutions like the Catholic Church or the independent human rights commissions which exist in the island.
Regarding what could be done in European institutions and the resolution of the European Parliament on Cuba:
(1) For the first time in the 39 year history of the struggle for democracy in Cuba under the Castro regime, a broad range of organizations comprising the civic democratic opposition inside and outside the island have put aside their ideological and strategic differences to jointly manifest ten key principles upon which they agree as the basis for a democratic transition in Cuba. This broad ranging consensus, referred to as the "Acuerdo por la Democracia en Cuba," (Agreement for Democracy in Cuba), signifies a clear ideological consensus of the Cuban opposition regarding the political alternative jointly presented to the Cuban people. The Acuerdo needs international support, for it represents a clear democratic alternative jointly expressed by a wide variety of democratic organizations such as political parties, labor unions, fraternal organizations, veterans, women and youth organizations, etc. (We are attaching a copy of the Acuerdo)
Some ideas:
Options:
(1) That the European Parliament resolution incorporate the ten key points of the Acuerdo as the clear basis for a democratic transition in Cuba.
(2) That the European Parliament resolution praise the achievement of the Acuerdo as a sign of the growing democratic consensus of the Cuban people and recognize the right of the Cuban people to the ten key principles expressed in the Acuerdo.
(3) That through the TRP we can arrange for press conferences, meetings and presentations of the Acuerdo por la Democracia before different European institutions.
Also, some of us are interested in renewing our TRP membership. How can we go about this?
A copy of this memo will be sent to Olivier and Marino. (The attached files are in text format. If you have any problem reading them I will be glad to resent them again)
Thank you,
Best regards,
Janisset
