To the attention of Mrs Hedy d'Ancona
President of the Public liberties Committee
Brussels, April 10, 1998
Dear President, dear Hedy,
together with Gianfranco Dell'Alba we worked on a draft project that could be acceptable for the Committee and, first of all for our friends from the labour delegation.
As you can see, we suppressed all the references to any kind of so called "european dirigism" and put the accent of tolerance and possibility for each state, both the conservative ones and the progressive ones, to pursue their own policy. This could, perhaps, let our swedish friends be happy.
With the same purpose, we completely modified the former paragraph 12 (that was the most problematic for a lot of our colleagues) and integrated one part of it in the paragraph 7 (controlled distribution of methadones and hard drugs) and in a new 12 focalized only on cannabis. In a similar approach we use a very moderate language for what concerns the revision of the international conventions.
With the hope that this work can be useful to you.
Sincererly yours,
Olivier Dupuis
