Dear Mr Khramov,

Brian Phillips of Amnesty suggested I write to you. We are organising an international conference on society-military relations, and would like to invite you to participate. If you could offer to speak on a subject of relevance to the conference (e.g. on the activities of the ARA itself, or on broader issues of relations between civilian society and the military in Russia), we would be able to offer to pay for your return flight Moscow-London, as well as your conference fees and accommodation for the period 15-18 April 1999.

If you are interested in this possibility, please could you contact us as soon as possible to discuss the arrangements.
