Mr. President,
We write you concerning the case of Prof. Ukshin Hoti, a Kosovo dissident, sentenced several times for his political opinions, and due to be released on Monday, May 17, 1999 after serving a 5 years sentence. Prof. Hoti has been candidate for the European Parliament Sakharov Prize.
On March 1, 1999 representatives of the ICRC have met Prof. Hoti in the prison where he is held.
As far as we have known Prof. Hoti is due to be transferred, or has already been transferred, from the prison of Srpska Mitrovica (Serbia) to the prison of Istok (Kosovo).
Considering the current situation in Kosovo we fear that, if Mr. Hoti was to remain in Kosovo, that would be extremely dangerous for him.
We write you in order to see if there is anything that you, as an humanitarian organization, could do in order to ensure that Mr. Hoti can safely quit Kosovo.
We strongly hope that the Red Cross can help to solve this situation.
