Dear Prime Minister, dear Pandeli,
congratulating you once again for the wonderful job you and all Albania did in these very difficult months, I take the liberty to shortly disturb you for a question that, in a way, is strongly connected with the tragic situation we have seen in Kosovo in the recent times.
I'm speaking of course about the International Criminal Court. As you know so far 83 states, included obviously your country, have signed the Statute but only four have ratified it: Senegal, Trinidad, San Marino and Italy.
As you probably know we have launched with the organization No Peace Without Justice a worldwide campaign in order to have before the end of the year 2000 at least 60 states that have ratified the statute of the Court, in order to make possible that the new millennium begins with this first international and permanent jurisdiction.
The question is then very simple. Do you think your Government could present soon to the Parliament a legislative project in order to allow your country to conclude the process of ratification ?

P.S. The absence of initiative of the international community on the issue of the kosovar prisoners deported in Serbia is lateral uncomprehensible. All our appeals and initiatives are, until now, ignored. If you have any suggestion or proposal on this matter I would be pleased to know them.
