Esteemed Mr. President,
More than a year has passed since in Rome, 120 States voted for the establishment of the first permanent International Criminal Court (ICC). During this year 87 States, including of course the State you have the honour and the duty to preside, have signed the ICC Treaty while only four, Senegal, Trinidad and Tobago, San Marino and Italy have ratified it.
This year has also brought, from Kosovo to East Timor, new tragedies that unfortunately have further shown - if needed - the importance and the urgency of providing the international community with the first international criminal jurisdiction.
For these reasons, the Transnational Radical Party has launched together with the international Committee "No Peace Without Justice" an international campaign whose goal is the ratification of the ICC Statute by at least 60 States before the end of the year 2000. 60 ratifications is indeed the minimal number fixed by the ICC Treaty for the Court to enter into force.
In such a framework, I allow myself to address you directly, Mr. President, to ask your Country to continue playing the leading role that, thanks also to the engagement of personalities such as the First Vice-Chairman of the Parliament of Azerbaijan, Mr
Arif Ragim Zade, it has played so far in the quest for international justice, ratifying as soon as possible the Statute of the ICC.
