Dear Professor Martino,

It is a quite a while ago that we have met last time. All the more I am happy that an upcoming event of CNE creates the opportunity to correspond with you again.

CNE is participating in a small seminar, organized by the Stockholm Network, on the subject of "Europe's Underground Economy." The Stockholm Network is interested in questions such as the impact of the underground economy on the size of the welfare state and similar issues. We would be honoured if you would participate in some way, perhaps as speaker?. The seminar is to be held in Rome, and we are looking at the week of December 6-10, 1999.

By the way, the Stockholm Network is a consortium of market-oriented think tanks including Timbro, The Social Market Foundation in London, Paradigmes in Paris, and CNE. You might see the website at http://www.stockholm-network.org/. It is holding a series of seminars and this will be one in the series, sponsored by Pfizer. (Our "benefactress" at Pfizer is Catherine Barr Windels. You might know her. She used to work for Heritage and mentioned that she met you at the Congress of Prague.) The seminars are usually no larger than 20-25 people. There are four speakers, and a lively discussion. A working lunch is served during the seminar. They are not partisan, but we also have had members of parliaments participate in Sweden and Germany. At our last seminar the economics spokesman of the CDU, Gunnar Uldall spoke. We usually have a small dinner for the speakers and organizers the night before to which you would be cordially invited.

In any case I would be grateful for your advice on a) an Italian think tank that could be invited to join the Network; b) whom to invite to the seminar in Rome; and, most critically at this point, c) who should be the speaker from Italy? Would you like to do it? If not, whom would you recommend? Each speaker will be paid a honorarium of 1,000 Pounds Sterling.

We will hold the seminar at a hotel, unless there is a think tank where he would like us to hold it.

I would be grateful if you could give me your answer as soon as possible because of the short period of time remaining for the preparation of the seminar. To save time I send you this by fax.
