Quadrennial Report of the Transnational Radical Party

(General Consultative Status granted in 1995)

Introduction, aims and purposes

In accordance with Economic and Social Council resolution 1996/31, the Transnational Radical Party (TRP) has the pleasure of submitting herewith its quadrennial report for the period 1995 through 1998.

The Transnational Radical Party is a nonviolent political organization founded in 1959, which was granted Category General (I) Consultative Status by the ECOSOC of the United Nations in 1995. As per its Statute, TRP has an Honorary President, Dr. Bruno Zevi, a General Secretary the Honorable Olivier Dupuis, MEP, a Treasurer Mr. Danilo Quinto and a General Council. TRP headquarter is in Rome, it also have offices in Bruxelles, Moscow and New York.

TRP is a self-funded organization which relies on membership fees and individual donations and contributions, for the last four years its ad hoc campaigns received grants both from private U.S. and European foundations and the European Union itself.

Since its affiliation with the ECOSOC, TRP has followed issues related to human rights, international drug trafficking, international criminal law and linguistic rights at several UN Commissions, such as the Commission on Human Rights and the Sub Commission on Discrimination of Minorities in Geneva, the Commission on the Status of Women in New York and the Commission on Narcotic Drugs in Vienna.

Relations with other international non-governmental organizations

Since 1998, TRP is member of the Conference of Non-Governmental Organizations in Consultative Status with the Economic and Social Council (CONGO), and recently was among the founders of the New York Non-Governmental Organization (NGO) Committee on Narcotics and Substance abuse, TRP is also member of the Vienna NGO Committee on Narcotics and Substance Abuse. During the past four years TRP has collaborated with several other NGOs promoting the establishment of informal networks and coalitions to better educate the public on the work of the United Nations and to optimize joint activities regarding specific issues.

In 1995, TRP was among the founders of the NGO Coalition for an International Criminal Court (CICC) and in 1997 it promoted the creation of a Coalition for an International Language (CIAL), both coalitions produce newsletters and participate in UN activities related to their mandate.

UN General Assembly Special Session (UNGASS) on Drugs, UNHQ New York, 6 - 8 June 1998.

Delivered an oral a Statement before the Committee of the Whole on behalf of other organizations. For the whole duration of the UNGASS, TRP organized and took active part in all NGO activities at the Church Center such as panel discussions and round tables on drug-related issues. Distributed a 20-page briefing paper on the documents presented by UNDCP as well as some other position papers.

Preparatory Committee (PrepCom) for the establishement of an International Criminal Court (ICC)

TRP accredited experts to observe the negotiations on the draft Statute of the ICC prepared by the International Law Commission. PrepCom sessions were: 25 March -April 16, 1996; 15 -31 August 1996; 11 - 21February 1997; 4 - 22 August 1997.

Other relevant activities

To better achieve the objectives indicated in the motion adopted by its Congress, since the beginning of the 1990s TRP has launched several ad hoc campaigns aimed at targeting civil society, the media, as well as decision makers all over the world for the prompt realization of those goals. The two major UN-related campaigns are called: No Peace Without Justice (NPWJ), for issues concerning the establishment of an effective system of international criminal justice, and Hands Off Cain (HOC) for the adoption by the UNGA of a resolution on an international moratorium on capital executions.

Through its NPWJ Campaign TRP has promoted the convening of a UN Diplomatic Conference to adopt the Statute of the permanent Court. In collaboration with the Italian Government an agreement was found to host the event in Rome. The final stages of the NPWJ campaign comprised a series of international conferences held in various capitals of the world: Paris, Bruxelles, La Valletta, Montevideo, Rome, Geneva, Washington and Dakar to urge international support to the proposed Court and for the convening of a successful Diplomatic Conference at the FAO premises in Rome in June 1998.

In order to facilitate the widest possible participation in the works of the Plenipotentiaries' Conference, inexpensive fares and special accommodations rates were found for delegates from least developed countries and some 30 young experts in international law and international humanitarian law were provided for the whole duration of the Conference to a dozen delegations to better participate in the various working groups. The so-called Judicial Assistance Programme has continued to date for four delegations (Bosnia Herzegovina, Senegal, Sierra Leone and Trinidad and Tobago) for the session of the Preparatory Commission of the Annexes to the ICC Statute.

Hands Off Cain

TRP operates a web site www.radicalparty.org that has a main page for the latest action alerts and other sectors on the different issues contained in its congressional motion: the establishment of the ICC, the abolition of the death penalty, narcotics as well as human rights in non democratic countries.

All sections of the web are divided into sub-sessions where TRP as well as UN Member States' statements are posted when relevant UN Commissions meet. The site also provides a forum for interaction with internet users on different topics and has links with organizations that share perspectives on different issues. The website also contains information on TRP, its members and its political background.
