As you may know, members of the CICC Steering Committee, in particular the
Women's Caucus, took the initiative to draft a joint statement on issues to
be addressed at the Fifth Preparatory Commmission, currently taking place
at UN headquarters (June 12-30). This is not a Coalition Secretariat
document, but is a "sign-on" document produced by members of the Coalition.
This was faxed to every foreign ministry in advance of the Prepcom and is
being made available at the Prepcom.

On the CICC website (www.iccnow.org), you will also find a number of new
documents related to the Prepcom and in particular, the US proposal. The
text on the rule to Article 98 (the second half of the proposal circulated
informally at the March session) was introduced to the Prepcom yesterday in
a paper from the U.S. It has been modified slightly and now reads:
"The Court shall proceed with a request for surrender or an acceptance of a
person into the custody of the Court only in a manner consistent with
international agreements applicable to the surrender of the person."
