Dear Sir :
The ceasefire agreement between the government of India and the National
Socialist Council of Nagalim (NSCN) and the peace process have been on for
more than two years. Now with the arrest and detention of Th. Muivah who plays
a crucial role in the ongoing negotiations representing the Naga People, the
threat of breakdown of the peace process is looming large. We are deeply
concerned about the deteriorating conditions, as any more delay in resumption
of negotiation would threaten full scale fighting any time between Indian Army
and NSCN. NSCN's (National Socialist Council of Nagalim) resolve not to resume
peace talks with the Indian government until Muivah is released also
complicates the situation. A failure to resolve the issue quickly could result
in a breakdown of the ceasefire in Nagalim, which would be tragic for the
people of that region as well as for India.
Five appeals had been put up to the court for Th. Muivah's bail since his
arrest in January 2000. Unfortunately, all of them had been summarily rejected
without furnishing any reason. Well-known Thai human rights lawyers are doing
whatever is possible to secure his release.
Sir, for your kind information, prominent international observers attended
Muivah's latest court hearing on 25 May, and it was widely publicized.
However, that hearing was postponed owing to non-appearance of witnesses. The
next hearings will take place on 7 & 24 July 2000, and some international
organizations are dispatching their representatives to observe and ensure fair
trials. In this respect, we would like to request your good office again to
send one of your representatives on 7 July 2000.
