The Registration Fee Must Be Paid Daily

ABSTRACT: A few very brief extracts from the transcription of a speech made by Marco Pannella during a meeting of the PR's Federative Council (comparable in its statutory powers to the present Federal Council) held at Chianciano in November 1981. Like all transcriptions of oral discourses, this one too is necessarily inaccurate.

It is an error: our relationship is on a daily basis from this point of view as well.

The trouble with theory is that if we want to live as associates, freely, on the basis of the daily confirmation of our common associative will to be together, a corresponding daily act is

required. Even if, then, seven times a day, or as in this case, seven times a year, seven times a month or seven times a week we don't get it done, we are not up to it, we can't manage it. It has to be read differently, in a way analogous to that of those comrades who say: "Every day, in one way or another, with a telephone call or going there in person, I materialise, give substance to this free association", which means, to something that needs to be reacquired or reconfirmed each time, or the growth by historical sedimentation of the will to association and responsibility.

Well then, here is a possible statutory reform (even if under another aspect the fee continues to be annual): the membership fee must be paid every day.

If you begin to think along these lines, you will for one thing give new life to the debate on the parties that no one has taken up again for almost a century, and never concretely, and you reanimate it in argument, with the effort to acquire a new and hence richer conscience, deeper in meaning because of this kind of choice. (...) It is a qualitative problem. It is a different problem, a problem of growth, of the value of this statutory point. It is the value that can be given to money, not salvaging a ritual act, even if as important, grave, beautiful and substantial as the one you perform when you say "for this year I'm giving you a million lire"; but it is something else: it is to say in your daily life "for this contribution I draw on my time, my work, my rest, my nights, my days, in order to give substance, to house, to dress, to make visible the existence of this party in which we are associated".>>
