"having heard" the reports of the party's secretary and treasurer, approves them and approves their action, which has enabled to introduce into Parliament, with great authoritativeness, the major struggle for a lifesaving decree for at least three million people within a year;
"congratulates" all those who have taken on top responsibilities in this struggle in these weeks, and firstly the political opponents, the exponents of traditions, interests and policies which are often opposed to the Radical ones, with the introduction of a parliamentary bill coherent with the Manifesto of Nobel Prizes, with the resolution of the European Parliament, with the parliamentary bills and with the petitions of over 4,000 mayors, signed or endorsed by circa 500,000 citizens, as well as with the pressing and constant appeals of the President of the Republic and of the Pope;
"addresses a last appeal" to those political forces which seem to oppose the project, in particular to the Communist Party, urging it to discontinue this destructive, electoral polemic which objectively supports a policy and sectors of the State which are are responsible for the squandering of the resources which had been wrung in these years, thanks to the Radical campaigns, to fight against mass starvation and - in this way - achieve a policy aimed at life and peace;
"calls upon all the militants of the party" and all the nonviolent citizens who have supported and intend to support this battle for life and development, and for a lifesaving decree which initially aims at saving at least three million people who are currently agonizing because of misery and want of food, to support this lofty hope, now authorized and dutiful, with the maximum of initiative and support to the existence and to the growth of the Radical Party;
"asks the party's bodies, but also all the militants and all the associations" to ensure as quickly as possible the summons of a major (national and international) assembly to support the parliamentary bill introduced by Piccoli, Formica, Reggiani, Battistuzzi, Cicciomessere, thus launching the campaign which shall be marked by the major appointments of the great international Convention to be held in Rome on 17, 18, 19 April, of the Easter March and of the European elections".
