Situation in South Africa

ABSTRACT: Motion for a resolution tabled by Cicciomessere to the European Parliament, on 9th September 1985, on the situation in South Africa (DOC.B2 838/85)

The European Parliament,

A. whereas in South Africa black citizens are denied the most fundamental civil and political rights,existing laws,which are the expression of the white minority alone,are based on the most barbaric racist principles,the black citizens' working conditions are still intolerable,

B. whereas the South African Government is continuing its fierce and violent repression of all forms of dissent to its racist regime,

C. whereas the governments of the Member States of the Community,despite the fact that they agreed to the embargo on arms exports to South Africa decreed by the UN Security Council,are still supplying the South African Government with arms,or licences and essential components for their construction,

D. whereas,on the other hand,the political situation in South Africa has reached the point where,in the absence of new measures, there can only be a bloody outcome to the present conflict or harsher and more violent repression by the racist government against the black citizens or,alternatively the violent triumph of the black majority over the white minority,

1. Calls on the Council and the Commission,in co-operation with

the Foreign Ministers meeting in political co-operation,

a;to adopt as a matter of the utmost urgency all the necessary measures,including those provided by the European Communities'

own instruments,not excluding economic sanctions,to ensure that

apartheid is overcome by the concept of a new political arrangement along federal lines, based on the full realisation of the principles of liberty, justice and tolerance ratified by international law,especially by the Human Rights Charter and on mutual respect between the different black,coloured,Indian and

white ethnic groups in South Africa,

b;to provide positive support only for those political elements in South Africa that explicitly respect the principles referred to above,ignoring in all cases the desire for violent oppression of one ethnic group over another,

c;to call on the governments of the Member States of the Community to respect in full the ban on the export of arms,licences and components to South Africa;

2. Instructs its President to forward this resolution to the

Commission,the Council,the Foreign Ministers meeting in political co-operation and the governments of the Member States.
